Legend 7.0 QCC operator calls redirected

I have a customer that uses QCC's. When they enable Position Busy, operator calls still ring at the QCC. I read that this is what is supposed to happen. Can these operator calls, or anyone who is dialing the extension directly, be redirected somewhere else?
 
Position Busy can direct QCC Calls to another OPERATOR or a CALLING GROUP.

Why are you using a QCC anyway? Does the Operator need to answer more than 18 Lines?

They are very limited and difficult to work with.

I avoid them like the plague.


 
We took the customer over from another vendor. That was the way it was originally programmed. So, I take it that the problem does not have a solution when they are QCC's. Should I make them DLC's instead? Also, will making them DLC's cause other problems I am not aware of?
