Left Outer Join Percent Formula

I'm having some trouble with my left outer join percent formula(got too full at lunch I suspect).

Anyway, I've created a left outer join to bring back all the results of one table,and the results of the right table where the condition is met.

So, here's my problem. I'm trying to show the accuracy as a percent of Total BARs vs. Total PC BARs. My left table brings back the Total BARs; my right table brings back Total PC BARs. Where there is a value for each, I can calculate the accuracy as a percent. Where no value is returned for Total PC BAR's, a blank shows up on the report.

How can I fix this?

 
Try showing some sample data with the results you are currently getting, and then show a second sample with the results you'd like to see.

That is what I'm getting.

I'd like to to see PC BARS populated with 0 and Accuracy calculate as 100%.
