Least Cost Routing

I tried least cost routing over VPN lines and it worked. But when I tried it with BRI and analog lines, it did not work at all. Can anyone help me with this?
 
I think we will need more detail to assist with this one
what short codes did you use & what happened to the call?
 
I have two groups with BRI line in one group (group 1) and analog lines in the other group (group 2).

Main route
short code:8N
telephone number:N
feature: Dial
line group: 1

Alternate route
short code:8N
telephone number:N
feature: Dial
line group: 2

When the BRI line is busy, it should route the call over the other group, but on the phone is displayed only "disconnected" or something similar.
 
What is the timeout set to in the main route?
I have simoilar programming in place that is working without a problem
