is it true that, if a circuit is in RED alarm when i look at it it's the carrier's fault but if it's in YELLOW it's my equipment?

Just the opposite Red = Local, Yellow = Carrier

I believe yellow is missing transmit from far end an red is missing the the t-1 span? maybe someone else may have some more input

well, what does that mean? "missing the T1 span"? whose missing it? my users who can't call out (haha)

If you have all the Meridian docs, look in 553-3011-310 (Option 11c 1.5 Mb DTI/PRI) on page 51. It gives you a full explanation of what the yellow and red alarms are. (Even if you aren't using an option 11, the alarms are the same as on a large system.)

A YELLOW ALARM IS SENT TO YOU FROM THE FAR END INDICATING THAT THEY ARE NOT SEEING YOU OR THE NETWORK, A RED ALARM IN TURN MEANS THAT YOU ARE NOT SEEING THEM OR THE NETWORK. WHEN YOU RECEIVE A RED THE SWITCH WILL SEND A YELLOW TO THE FAR END

If you have a RED alarm, I would look for a wiring problem on your site as this means your PBX does not see the T1. Do a loop back on your wiring from the Phone Company smart jack. If you TI card comes up the it is a phone company problem.
