Layer manipulation

Hello, im very new to photoshop. I would like to know is it possible to add a new object as a layer then send the new layer to the back so as the new layer object will partialy cover the 1st layer oblect. I cant seem to push the new layer into the background can some 1 tell me how to do this pls? or im i using the wrong tools to achieve my desired effect?
 
First the background must be a layer to do this go to the layer menu and double click on the background icon a window will pop up saying layer 0 click OK. Now create the layers you want then just drag one below the other to get the effect you want.
