LAPW user can't access Maintenance Loads

I am building an Opt 11 to run my collection of rotary phones, and other antiques.

I cleared out the old LAPW logins when I purchased the SSC card, and have also updated PWD1 and PWD2.
When I created a LAPW login for regular use, I have found that the login can't access many of the maintenance loads. The permissions appear to be correct, but something seems off.

When I used to work on M1s, 20+ years ago with X11 Rls 19, 20, and 21, I regularly had access to the Maintenance loads, using LD 96 very frequently.

When I attempt to access LD 96 or most Maint loads from my login, I get OVL309 (You do not have access to that Overlay), then returned to the > prompt.

Here are the permissions of my login.

Currently there is only one customer defined, 0.

I have tried it with ALL (current setting), and 0 with the same results, but I will re-test it to make sure. Been changing so many things to try and resolve this, as I build my new config, and dust off brain cells.

So as a test i configured password the same in one of our Lab systems, I can access 96 117 etc enable disble DCH mon etc.

Why at the Cust prompt in your first post it is blank? Should be 0 or all if using Customer 0

this is a 4.50 system I have and I can get into all the overlays---with the customer blank.
Can you get into any overlays?--or just not 117 and 96?

I am not sure why CUST was blank, as I had set it to ALL, I reset it to ALL and it is now showing when I PRT PWD.

I attempted to change CUST back to 0, but I kept being prompted for TEN after CUST. I have no Tenants defined under CUST 0. Before I changed CUST to ALL it read CUST 0 TENS. I attempted to do CUST 0, TEN S,0, 1 and 2, but nothing worked, though the valid value range is 1-511

With CUST set to ALL, here is a list of what Maint overlays I can load, and what commands I ran.

Only 43 would load, the rest were rejected with OVL309.

The only tenant in LD93 when I PRT TENS is CUST 0

Did some more diging, I can't set CUST to 0, because it is the only customer, the TEN (Tenant) is implied to be 1, as there is only one tenant under Cust 0. So it just defaults to CUST ALL instead of displaying CUST 0.

On all my systems, I use "ALL" in the CUST field.
