First off, you'll need a DVD player for the laptop. How new is the laptop? What is the speed of the CPU? How much memory do you have? Need info to see if it is even possible.
If buying used, to watch DVD's, mild websurfing and email, then you would probably get away with a p3~650. If using XP, then get as much memory as you can. 256mb should suffice... for now.
I have an IBM pII laptop that plays DVD's fine, but hesitate to recommend buying something so old. In fact, I won't.
I think we can give you better suggestions if we knew your rough budget on this purchase.

Min 600mhz, recommend 1Gig plus
Min 196mb ram but over 384 prefered
Min 16GB HDD but over 40GB prefered
DVDrom a must
built in lan
USB2 if possible
Latest ATI/Nvidia mobile graphics chips also prefered but not essential.
