I have a user who says their laptop video quality appeared to deteriorate over time after playing VCD's. Now the laptop LCD is so dark you can barely tell there are graphics there. Has anybody seen this before?

It's a Toshiba 4090 with no apparent Brightness/Contrast buttons (Like most laptops using Function+key).

I've adjusted Power settings in windows and BIOS to always have maximum brightness regardless of battery status.

Time for the repair shop. Perhaps the backlight has died.

One other thought, if you know the video chipset go to the manufacturer's website and download the newest driver and the driver client.

Install.

Click on a blank area of the desktop, properties, advanced, and you should have an option to increase the Gamma of the display.

If changing the Gamma does not help, it is time for the repair shop.

If this happens from power on(POST) and same in windows sounds like the backlight
