language pack not working as "user"

anyone have any ideas as to how to install the language pack and use it as the "user" ?? i read that the language pack has some known issues with windows xp. i've got it installed on some systems at an ESL school and it doesn''t work at all when logged in as "user"
any ideas?

windows xp has 2 users, owner and user. the settings for user are limited and you can't change them.
 
In order for the language pack to work, it must be able to make changes. If it cannot make changes, then it will not function due to lack of "user" permissions.
Under "power user" it should work, but then the user would have the ability to make changes on the system.

ok, so windows XP has 2 users - Owner and User. does anyone know how to change the settings for "user?" i haven't found any way to do this, infact, i dont think it is possible. its not like win2k which has a bunch of options for defining users.

i hate xp.

Which version of XP are you using?

Windows XP Multilingual User Interface Pack is an add-on to the English version of Windows XP Professional and is available only via volume licensing programs to corporate users.

As to additional users, the Control Panel > User Accounts lets you create as many users as you like. On XP Home you can have two different kinds of users "Administrative" and "Limited" on XP Pro you can create groups and have different levels of access for thes groups.
