Label Printers on COM Port

Our application has been printing to Seiko and Dymo/CoStar Label printers via Clipper 5.2 and the Runestone Library. We are now experiencing problems under Win98 and WinMe (no label or part of a label) on high speed machines (e.g., Compaq 933 MHz Pentium, IBM Aptiva with 1 GHz AMD processor). The application pauses (as if trying to print the label) then returns (as if the label was printed). We've verified the correct COM Port and the required settings for the label printer. Suggestions?? Thanks.
 
I got the same problem. Sometimes (with ticketprinter via COM1) I could solve the problem by reserving the COM1
Control pannel / System / (right mouse buttom on 'My computer') => reservation sources IRQ & adresses.

However I couldn't find the same possiblility in WINXP

When we use Xbase++ (32 bit platform!!!) no problem at all to print via COM1....
