L2TP IPsec Cert Problems... Help please

My issue involves Certificates. I have currently installed CA on our server 2000. I did this for the main purpose of using L2TP IPSec to control my RAS for VPN connections. However I get error 781 when I try to connect. This error states that it cannot validate the Cert on the server (when running from local machine). I have installed an Administrator Cert on the server, restarted IPsec and Remote Access, but to no avail; I am still getting the error.
 
from a client machine, open the certificate mmc , choose computer account and then expand the certificats --> personal --> certificates. do you see the certificate from your CA ? If not, try right clicking the certificates folder (under the personal) and "all tasks" request new certificate. target your CA and you should get a valid cert from your CA.

Yes I have three Certs listed under that folder, all say they are ok, all say they were given from Ledcoca1 ( my server CA name).
