KT7A-RAID MoBo won't restart

I have a home-built system using a KT7A-RAID motherboard in an Aopen 250W case. The problem I have is that when I shut the PC down, I can't start it again. It just sits there, disks spinning, without the BIOS starting up at all. This is the same if I press the reset button. The only way I can get it started is to start it into this 'limbo' state, then switching the power off from the case and back on again, then switching the PC on again from the power switch. Any ideas?
 
The power pack at 250W is under rated for this mobo I expect that you are installing a processor over 1Gb.

Also check the processor and ram are fully inserted in their respective sockets.
