Keyset does not exist

When I use IE to go to
/localhost/reports
I get the error
Keyset does not exist (Exception from HRESULT: 0x80090016)

There is nothing in help about this. Could someone lead me in the right direction to fixing this?

Yes the same error pops up from any system.
This is a new install.

what account do you have the ReportServer service running under?
