Keycodes 'Disapear'

I have a couple of BCM sites on 4.0 with latest patches, that most the time they are rebooted the keycode service fails to start, and ends up with NO keycodes. I get this message in the alarms

eventID=46853; message=CFS keycode initialization failed, rc=0; problemResolution=Contact your local support group.

The quick fix is to just keep rebooting untill it starts properly, any know how to really fix it?

yes, this problem apeare with system Id how has not enregistrated before08/20/2007 date of bultin KRS 08/20/2007.
