Keyboard and Mouse don't work after reboot

I have several desktops with Windows XP SP2 and everytime the pc reboots it the usb keyboard and mouse do not work. I have to unplug and replug in the keyboard and mouse for them to work.
 
Have you checked to see if the USB settings are enabled in the BIOS?

No. The thing is if I unplug them and put them back in the same USB it works. And it only is occuring on one type of Dell model
 
I checked the BIOS and it was enabled. I also upgraded the BIOS and it still doesn't work

You could try uninstalling the USB root hubs (Device Manager) that show on your machine. Reboot and let XP rediscover the ports.
