Key code read on Meridian phone

Please help me with this issue.
The phone is plugged in to the phone jack. It shows date and time on the LCD. However, when I pickup the handset, the LCD show message "Key code read".
Can someone help me or tell me what was wrong with the line?

Must be a BCM 50 that hasn't had any keycodes applied. It's telling you "Keycode Reqd". Have your vendor generate the keycodes, then you can load them via Element Manager or the telset.

Thanks biv343. The user reported to me as "Keycode Read"
I still wonder why other phones are working fine. I sent 3 phones to their location and asked them to plug those phones to the phone line in their facility. The phone has power, date and time. But when they pick the handset up, then there is no tone and that message "Keycode reqd". Is that something wrong with the phone line, do you think? Cuz if the phone is plugged into other line (been working) then it just works fine. I'm thinking of the phone line has problem but don't know where to start for troubleshoot.

I figure out the we already used all the lines, so we need to purchase more license to be able to expanded more phone lines
