Keep track of Exchange User Send Emails Without Jounaling?

In our office envoirnment, we want to receive a copy of a specific user "james" all incomming and all outgoing emails. Throguh Exchange Management Console (Exchange Server 2007) we enable forwarding option, and now we are receivng all emails send to that user. But we are currently unable to recive those email which our specific user send internally or externally? how caa we achive this task without configuring exchangr journaling?
 
Through Microsoft Outlook Rules, we can achieve this task but there is a problem if user send emai lfrom outlook web access our through his blackberry device then we are unable to receive his email. Please help me on urgent basis.
 
Create a Transport rule from [address] and sent to [address] BCC the message to [some mailbox]
