Keep pdf/text from being downloaded

I have some pdf files that I have permission to display on my website, but do not have permission to distribute (i.e. let people download, print, share) without them first requesting permission in writing. How would you recommend doing this? Is there any way to embed the pdf in a flash element? Use some sort of ebook format? The document could probably be converted from pdf to some other format if that matters at all.

I'm not looking for air-tight security. I understand that the cache will likely have a copy, etc. I just need to show some good faith effort to keep the average user from downloading the content.

The flash method might be the way to go. Take a look at "PDF2SWF":
