Just migrated to Excel 365. When I start Excel I relieve a message that a .xla file is missing form the xlstart folder. The file is funcres a left over from old versions (Excel 2007). How do I get rid of it in the startup? I have looked at options>addins but the file isn't listed there
 
Check the contents of xlstart folder.
Funcres is an Analysis Toolpak addin. In this excel version it should have xlam extension and should be in other location. You can install this addin, together with toolpak for VBA if you need, from addins section of options dialog.
The possible reason is that you have a file that use the old analysis toolpak started automatically from xlstart folder instead of being properly installed as addin.

The xlstart folder is empty. That is the problem. The statsac (funcres.xla) was loaded for Excel 2007.
 
Funcres file is native excel addin that is used by Analysis Toolpak And Analysis Toolpak for VBA addins. No need to copy it separately. The "xla" extension indicates that it was copied from 2003 or ealier excel version.
There are two xlstart folders, first in office installation directory and second in user directory (\roaming\microsofr\excel\xlstart). If there is no files in both locations, check installed custom eddins, one of them may reference this ghost file. Also check in settings, advanced tab, general section, if you have defined additional path for files to open when excel starts.
I assumed that you have the message when you open excel directly from excel icon, with empty workbook.

Both the installation Office folder and the Roaming folders are empty. Attached are 3 screenshots.
The top one shows the opening message when I boot from the Excel logo
The middle is the Options>Advanced>general screen which shows nothing in the startup window
The bottom is the addon screen which has no reference to the missing file

For sure, you shouldn't have Funcres.xla file. Do you have fresh office installation or installed over older version? Have you ever copied this file or run it as a regular excel file?
You could try the following steps, observe when message appears or isn't displayed when you open excel:
1. Disable addins:
In excel options, addins, at the bottom select excel addins, display addins dialog, record active addins and deselect all. Repeat the same for COM addins (select COM addins type from the dropdown). Close and reopen excel, does the message still appears?
2. Enable Analysis Toolpak:
As in (1), display excel add-ins dialog and tick both addins (regular AT and AT - VBA). Did you get the missing file message? Close and reopen excel, what is the result?
3. Disable Analysis Toolpaks:
As in (2) untick those addins, close & reopen excel.
4. Check hidden workbooks:
Close all workbooks. Go to Visual bacic editor (Alt + F11). If you can't see Project Explorer window, display it (View > Project Explorer). Can you see any items here? If so, what are their names?
5. Switch on addins:
Tisk addins disabled in (1), one by one, close and reopen excel.
6. Extra check:
Search registry for "Funcres.xla"

Your step 1. Made no difference
Your step 2 & 3. When Analysis pack enabled, message disappears. When I disable the packs the message comes back

Disable COM addins too.
Can you see Book1? if so, close it before examining Project Explorer.
You have Procdb.xla opened, this file is not intalled as addin, so should be opened with excel. It may contain reference to missing file. For the future, find the way Procdb.xla is opened, it is likely that it has reference to missing file.
Just to be sure: some folders that keep excel entries (as xlstart) hidden, for searching in explorer set file extensions displayed and hidden items visible.

Sorry you have lost me. Can I just go through what you have said
1. I have the Analysis packs ticked so that the message does not appear
2. When I start Excel it opens in book1. When I open another file book1 seems to close . That is I go to view>switch windows book1 is not listed
3. I open Project Explorer and I now have as per attachment so I guess book1 is still open. If so how do I close it?
4. How do I find our how procdb.xla opens? If I am in Windows Explorer and click on this file, Excel seems to open normally
5. The attachment shows all the *.xla files on my drive

Book1 is default new workbook. When you open any other file, excel closes it. You can close it just by File>Close and see blank excel desktop. If you still see Book1 in project explorer try View>unhide window.

Before any other action disable all COM addins (and note what were enabled for restoring in future). As I wrote earlier, run excel with all excel and COM addins switched of. If you close Book1 and still see procdb.xla in VBE Project explorer, search for it in windows explorer, also in hidden location, and note its path.

Sorry, I haven't notice all images from your recent post. You have PROCDB.XLA in your XLSTART folder. And some mess in addins. I would rather use default custom addins folder (try to save any file as xlam file and excel will show it. Next switch them on and of using addins window, Excel Funcres addin can be run directly by switching Analysis Toolpak addin(s).

With all the addins inactive the message still appears
 
To make things clear: your images indicate that some addins are not installed, but still are opened (xlstart folder).

An excel addin (xla, xlam) is a workbook with dedicated extension, without window and with possibility to handle two additional events (Install and Uninstall). There are two defaults folders for addins, one for MS and the second for user, however they can be stored anywhere. Registered addins are displayed in the addins box. User can browse computer and add new to the box. The best way, as it has no window, is to allow excel to open addin, this happens when you mark (activate) an addin in the list, it will be open and next time open when excel starts. The opposite happens when you uncheck addin, the workbook is closed.
There are some issues when you work this way: when you delete addin it stays in the list until you mark it and it is not found. You have to be careful with links/references, as it is moved to other location. But there is a big benefit: you get managed extension for excel.

In your case you use addins as regular workbooks. They are opened from xlstart folder, and you have no possibility to close it. Procdb.xla has reference to another addin, expected in xlstart folder and missing. The second addin is a copy of funcres.xla, that normally is in one of excel system directory and can be run when you Activate Analysis Toolpak. This is what I meant by "mess".
I would rather move procdb.xla to users addins, registered it (by browsing for addins), and, deleted all "xla" files from xlstart directory. If necessary, activate this addin together with Analysis Toolpak.

The xlstart directory is empty. I think that we have reached the end so I will activate the analyis com in addin which the gets rid of the opening message
