java enabled for some users not all

I have some users that can see websites with java on them; I need to have one group of users to have java enabled through FWall or on their workstations.

how can I set them up to view java enabled websites?

I think it is a Windows XP problem. I am able to view any java on the Windows 2000 Pro/Server computers.
