1: Make sure that you are using the most recent set of J100 Series phone firmware. Put the bin files and, including the one for the button module onto the file server along with the matching J1xxSupgrade.txt file.
2: Check the connection. I had one JEM24 not work and then come back to life when removed and reatttached.
i had this issue yesterday. I downloaded J100-IPT-SIP-R4_0_3_1-111819.zip from support.avaya.com
uploaded the .txt & .bin files using embedded file management to the system\primary folder.
Rebooted the phones & the came up.
The problem that i saw was that the jem24 had a newer version on them than the phones. The phones were SIP R4_0_0
