IVR Transfer problem

I have configured a PLDN for Transport IVR, it consists of 4 2616 extensions, users are able to hear the message via IVR when they dial to the above PLDN but problem is coming when IVR prompts the user to dial 9 to speak to transport officer,ideally the call shuld be transferred to another PLDN (3-3902 extensions) which i have configured for the transport but it is getting disconnected after giving the following message.

"Pls hold while yur call is being transferred
 
so the ivr is trying to do a clean transfer, check timers, hook flash, etc.. unless your in an opt 11, goto ld 80 and do a entc, the enhanced trace might show you where your getting a disconect.. if your using trunks for the the interface xfa in class is not default

Hi, thanks for the reply I am using option 11 c & relatively new to it , pls tell me exactly what parameters do i need to check , i have configured the IVR in such a way that if all the four 2616 ext's are busy call will automatically lands to Transport.

i am pasting configuration of one of 2616(4300) IVR extension & both the PLDN's information.

without your ivr requirements i can't determine is that keys are in the correct place on the 16's.. i would connect a hard 2616 to the port 16 1 and doa transfer, the set will transfer as programed, look at the ivr requirements, i've had those that had to have keys i a certain seq..
