ITG Card stuck on T:20

Hi. I’ve got a problem that my ITG Card doesn’t complete its boot up procedure. It stops at T: 20, “error says it’s waiting for an application to start up” What Application?
Current configuration is as follows, DCH card is configured in slot 5. ITG card is configured in Slot 11. The D-Channel is also not coming up, even though its been enabled, The ITG Card MC 32, apart from the T: 20 error, The status LED stays on Red.
Any suggestions.

If you connected on serial port on the front or the rear of the board, when the system says ?
Is that board has already been configured and working?
If not it have to be configured first...

New Installation. The Elan is configured and working fine. The ITG card seems to work for a couple of minutes then die again. You can ping the router but once you exit the command the ITG card loses its network signal. When trying to retrieve or transmit info from the ITG Card you get the reply that is not disabled please disable the card in LD32. But the card is disabled.
 
Give a print of "itgCardShow" command from the sytem prompt after logging.
 
If the MC 32 card is showing T20 it may be in bootp mode. is the card set up as a leader or a follower ? If is is set up as a leader you may have to clear the NV ram (NVRClear is the command from the serial port) manually reboot the card and then reload the card (setLeader) the card should boot past the T20 mark even if there is no ELAN or TLAN connected but with but LAN connections you should expect to see either LDR (ITG trunkside) or L000 (ITG lineside). I am assuming that you are not using a signalling server.
 
Thanks for all the replies. The card was DOA. Swopped out the card Yesterday Afternoon. All working fine.
