ITG card - dead maintenance port

Hello,
I've just tried to put an older, trunk side ITG card back into service and found it won't put-out, literally.
I get absolutely nothing on the maintenance port during a boot and it won't respond to any of the alternate boot commands (+++ etc). I've carded the battery and gone as far as replacing every possible part with known good ones.
The diagnostic LEDs flash through their sequence just fine and end on "T20", pretending to be happy.
Any suggestions are welcome.

it has two maint port, 1 on the front panel (using a DIN cable) and also 1 on the back using a db9 octopus cable (with the ELAN/Clan cable). are both these dead?
 

Yes, Ipeology, both ports are dead.
 

Has anyone had any success in sending an ITG card in for repair? (or any other 11c cards for that matter).

The best replacement price I've found is $2000 :-(
