Folks I have recently acquired support of a few Windows 2003 64-bit servers. I have noticed a strange behavior that occurs sometimes upon rebooting these servers and that is Terminal services fails to allow connections (even though the service is started). I have disabled the Windows firewall, since on one server I could not even get back in after rebooting 3x. But on all servers that even have it disabled, TS seems to be hit/miss.
