Issues with SMS 2.0 initial setup

I have just finished setting up an SMS 2.0 with SP3 for about a week, and am running some issues.

Client discovery:
We enabled logon discovery and client install, and network discovery per IP boundary. (DHCP is not from Microsoft). Only about 1/4 of 250 workstations and 1/2 of the 40 servers appeared in the "Collection". (Clients are not
configured to be put on the server.). Of those discovered, there is no data showing in the "resource explorer" except from a "distribution point" server which is another hardware box.

I manually installed smsman.exe on a few machines; some eventually showed up on the "Collection", some still haven't, even though the SMS applet has been added to the control panel. Then looking into the applet, some show
component list with installed components and those not available even though they have been enabled such as remote control, some just show "SMS client base components. Not available".

Then there's the problem with the report (Cinfo). The password has never been changed, but so far I haven't been able to open a single report, even though the account has been give "act as OS" and server rebooted a few
times. It says "cannot connect to sql server". In the event viewer, cinfo logged "id 10001" with the following:
