Issue Routing Calls to Avaya Communicator 1

I have Call Center Agents on IPOSE 9.1.0.0 build 437 and using Avaya Communicator ver 2.0.3.55


I set up the agents as Power Users using H.323 extensions in a CC group and have routed calls to the group.
But I noticed that calls to the group are not presented to the agents using Communicator.
The calls are only presented to the agent when they are logged in simultaneously to a hard phone.

Is this how it should work?
 
You do not need to setup a H.323 port for the Communicator.

The IP Office will create a 'virtual' SIP endpoint when connecting the communicator.

Also, check SSA > extensions to see wether the communicator has both an extension and user number.

That worked.
Set up a user; neither as H.323 nor SIP (None).
Then I enabled Power User.
