I have been trying to find out how to allow SSH on the iss/stratus when we are not abole to get to the ip/server-manager side of the server to allow ... so we can SSH putty to it

Anyone have any ideas ? Been trying to find docs but no luck.. I have tried typing in several commands with the root access of putty to get to console but no luck

Not sure about ISS as I've never used it but assuming it is similar to a standard MSL.

While logged in as root type [tt]su admin[/tt] to switch to admin console.
If ssh is enabled and you just need to be in trusted network you can manage trusted networks from there. Otherwise you can go to the "Access server manager" to use the text based browser to enable ssh etc...
