ISP Issue

Now, let me get this straight. Users on external ISP can access your VPN from the outside (public Internet), but users on one ISP in particular can not?
What is "kingston"? Is that a router in the city of Kingston, Canada (or New York, Jamaica, etc...)?
Or did Kingston start making routers in addition to memory products (hey, it's a ligitimate question
)?
Just need more info. Traceroutes from a working ISP connection and the non-working ISP would be most helpful to prove whether there is an ISP problem.
OTH, if it is simply VPN pass-thru, as Press2Esc mentioned.... nevermind
