ISDN Provider? 1

We moved into a new building a short while ago. I ordered an ISDN connection to be used as a backup to our T1. Three months later, I find that SBC can not provide it. Half of the people at SBC say they offer it but can not point to it.. the other half say SBC has dropped it.
I've since tried Earthlink as well: the consensus of half a dozen sales reps was that they used to offer it but have now dropped it.

Could anyone point me toward a semi-solvent ISDN provider for the west coast?
