IS ISDN really a packet-swtiching network? or it also supports packet swtiching technique along with traditional circuit swtiching.

ISDN is a circuit switching technology. You select what you connect to by dialing an ISDN phone number and a path or circuit is setup between your device and the detination device.
If you want to connect to a different device you hang up and dial a different ISDN phone number and a different path or circuit is used.
