In the DS-1 field you uses the country-protocol "etsi".
Have you tried it with country code 15 (russia).

you've got wrong ds1 settings: connect should be network. you're trying to set up a weird mix of q.sig with euro-isdn, no wonder it's not working.

country protocol 15 is used only for russian cas signaling, it has no relation whatsoever to isdn.

now everything's fine except crc. are you sure that your provider has it turned on? it has to be turned on at both sides of connection to work. or it has to be turned off, again at both sides. check it. then do 'test board v2' and post here what's happening. i strongly suspect that test 138 will be failed and that means you don't have any input on a ds1 pack. if it's passed, then the problem is in ds1 settings.

as i suspected, test 138 is failed -- you have no input on your ds1 pack. check cabling, check transmitting equipment and everything related to it, but firstly check if you have right connector cable. also it wouldn't hurt to call provider and ask 'em if they're turned this e1 on (once i spend half a day trying to find why e1's not working, and it was turned off on the provider side).

I came from the neherlands here to moscow and i have called contact person and she called the provider. because the provider don't speak english and i don't speak russia.
