ISA SERVER ON SBS SERVER PROBLEMS

OK, I have a really strange problem. I have a SBS Network with all PCs running Windows XP Pro and connected to the Domain Controller over 100mbps Cat 5e Cables. The network has been running fine, and everything was going well, but now I have a few problems.

Over the past few weeks the Users have been reporting slow internet connections through the Network, some (but not all) are connected through ISA Server 2000 (supplied with SBS 2003 Premium). The ISA server is setup correctly and I have been getting no errors in the logs from it.

One step to remedy the problem was to remove the ISA Server from the equation completely to eliminate this from the problem. This reversed the problem, those who could get an Internet Connection (even though it was incredibly slow) now no longer can, those that couldn't get an internet connection now can, but as the other users it is incredibly slow.

This is really throwing me, I though that the ISA was causing all the problems, but now am looking for any other logical explanation. The other steps that have been taken have included shutting down and restarting the unmanaged switches, checking and reconfiguring the hardware firewall, checking and restarting the ADSL Modem/Router.

Any help anyone can give me would be appreciated.
 
check the chache rules of the isa server and try to disable it
