ISA 2004 Internet access

We use ISA 2004 as a Proxy box, and I have it happily working as a Proxy for the internal network, but the ISA Server itself cannot get out to the Internet. I cannot, for the life of me, figure which default rule or whatever is blocking the Proxy box from accessing the Internet. I get 403 Forbidden ISA Server denied specified URL... no matter where I am trying to go...
 
You need to give the ISA server itself a rule of it's own, allowing it internet access.

I.e. ISA1 ALLOW HTTP/HTTPS ANYWHERE TO ANYWHERE.

Just remember by default, ISA is totally locked down, this oincludes itself, it wont let itself access the web unless you ask it to.

I have tried to create a rule for the Proxy box that looks something like Local Host port 80 to Any and still cannot get out? What am I missing in the rule application?
