is there anyway to administrate NT users in 2000?

I want to know if it's possible to administrate (mostly reset passwords and create new users) through windows 2000 server or pro, from a NT 4 domain.

I figured it out, you can run USRMGR.EXE under the NT machines system32 folder from any machine and it will do what I need it too.
