is there any MS ISA liked program in Linux? for monitoring the internet access for clients?

There's a whole array of tools. For a proxy server, have a look at "squid".
 
as I am using iptables to set up a nat and I want to set ruls to prohibit the client machine to go onine within office hours... squid can do this?
 
I have no idea if suid can do what you want,
but with iptables+cron should be easy.
write 2 different scripts for iptables ruleset:
- office_hours
- extra_hours
and run those scripts in crontab at what hour you want.

Yes u can see the /var/log/squid/access.log file. that file mentions which ip address (client ip) have accessed which website.and also which external server ip address is servicing to which ip address(client or may be your host machine) and which website.
Also u can see the online packets going outwords or inwards to or through your local network by using "tcpdump -i eth0.
