Is there a code that enables and disable access to a phone?

In our firm there is a legal policy whereby conference rooms are not allowed to have access to the bridged appearances of our main lines. A partner would like to have access to these lines in a conference room he frequently uses without upsetting the legal department. Is it possible to give him a code which enables and disables that phone such that no one else could use it? If not, any ideas on this problem?
 
You should be able to use station lock and unlock feature access codes.

You can also make it a client room and use check in and check out.
