Is There a Best Windows OS to Upgrade a CA Server to?

I have been tasked with upgrading our old Windows 2008 R2 CA server to a new OS and I would like to know what the community thinks would be a good OS to upgrade to - 2012 R2 or 2016? Is there any caveat to upgrading the CA to either OS? So far my research has not come up with anything.

It's always best to be close to the latest version. We never upgraded immediately when a new release came out - we let other companies do that. But after the release is reasonably stable, we would upgrade. My vote would be for 2016.

Yes, 2019 is an option but I did not want to upgrade it twice.
Also, I forgot to mention that I want to do an inplace upgrade.
