Is the subnet mask an IP?

no.

a subnet mask is used to identify which bits of the IP address are network identifiers, and which bits are host identifiers.

you need a Subnet Mask AND an IP address to network correctly.

yes manarth is right. the subnet mask is used to identify your network id. The subnetmask is ANDed with the IP, which gives your network address.

eg. IP 192.168.0.1
subnetmask 255.255.255.0

192.168.0.1 11000000.10101000.00000000.00000001
255.255.255.0 11111111.11111111.11111111.00000000
---------------------------------------------------------
192.168.0.0 11000000.10101000.00000000.00000000
