Is it possible to lock an excel file?

The title above is rather poor however I will try and explain here.

I have a list of excel files stored on our network drive, do what I want ot be able to do is to lock them fully so that if someone was to copy it to their own computer if they tried to upload it back I would be notified or they would be notified that they need a code from me.

Its basically to stop 2 people working on the same document and only one set of changes is recorded.

Long winded but hopefully someone can help,..

Would VisualSource Safe be a solution?
It is part of VisualStudio 6. So if you happen to have that software in your company, you could use VSS to manage your excel files there.
People would be required to "Check out" the documents, leaving them locked and red-flagged as being edited.
You would have version control and an overview of who changed something and when.
