Report Studio allows you to creat a data model from a query and thereby allowing you to skip Framework Manager. Noting that this is possible, in what circumstances would it be better to skip Framework Manager and thereby maybe saving a lot of overhead? Or, would you ALWAYS insist on creating the data model through Framework Manager? What would be the advanages and disadvantages for one or the other?

Always.. Never skip it.

If you are going to skip it you may as well just run your query in toad or query analyzer. Creating a real report from pure sql would be a nightmare to maintain.
 
in addition , you will not be able to use Query studio.

Framework Manager makes it easy for you. If you are an 'XML' guru, you could probably skip FM, but you are probably stealing someone elses XML and altering if you are doing so.

I think KingCrab nails it.

FM is supposed to be the way that you (the administrator) can make querying and reporting (and with C8, analysis) easier than it is with toad or query analyzer (or whatever query tool you use).

It is the fundation of the ReportNet architecture, now known as Cognos 8.

So when is it okay to skip Framework Manager?

Never!
