is it just the bin files or the whole IP office that i need to downgrade ????

Not always true @hairlessupportmonkey. If there are a difference in firmware for the phones those .bin files are not included in the .bin only download and thus using that to downgrade your system can leave you with a bunch of phones that do nothing but say "Please Wait".
