They can't be printer independent, but allowing for space between objects and using standard fonts is always a good idea.
Often times even more problematic is exporting. I ask developers to export as they're constructing the report, that way problems are fixed early on, and the same sorts of rules apply.
There is a good PDF from Crystal that describes printer driver dependency. I have a link to it on the LINKS page of my web site. It gives tips to make your reports less dependent on printer drivers.
