Is anyone using WTX to process ASC 148 Subsequent Report of Injury?

Is anyone using WTX to process ASC 148 Subsequent Report of Injury? I am having some difficulty with what should be (in my mind) a simple transformation, and if there is someone familiar with the ASC X12 148 (Subsequent Report), I'd like to see if I can find a reasonable solution.
 
In particular, I'm interested in anyone processing the ASC X12 148 Subsequent Report (aka A49) for a state entity using the IAIABC (International Association of Industrial Accident Boards and Commissions) implementation guide.
 
I know this will be extremely difficult without anyone seeing the map itself, but it involves the processing of the hierarchies, and not getting the correct number of transactions in the transformation in some scenarios. If each claim/claimant transaction is preceeded by a primary administrator loop, we get the right number of transactions, but if the claim transactions/claimant loops are nested under one primary administrator loop (which is allowed by the standard), then we only get the 1st transaction, not any of the rest. This is a condensed description of the problem, I realize, but if this sparks anything in anyone's head, I'd love to pursue this. I'm currently having to perform manual intervention in about half the inbound files we process each day, instead of being a developer.
 
Does your type treee allow for multiple transactions under a primary administrator loop and is it mapped to an occurring output.

The type tree allows 1:999999 and is mapped to an occurring output.
 
Check where your functional maps are on output. Probably one at a level with a single occurrence.

I can't find anywhere that's the case, but I'll keep looking.
