You can set the DHCP pool that RRAS uses in the Management console.
I'm sorry I cannot tell you where to find this exactly because I'm trying hard to get rid of RRAS (see my post in this forum).
To assign a static address pool for RRAS:
Open Routing and Remote Access.
Right click the server name and click Properties.
On the IP tab, click Static Address Pool, then click Add.
Here you can enter the starting IP address, ending IP address (or number of IP addresses).
Click OK.
Be sure to exclude these addresses on your DHCP server.
