I'm trying to change the irqs on some of my devices in device manager but when i go to uncheck "automatic settings" its grayed out. is there another way to change it?

These should be fully plug-n-play. Are they working all right? XP does some "IRQ-steering" stuff with PCI devices, and AGP is really just a specialized PCI.
IRQs are handled differently for PCI devices anyway.
I first had my sound(pci), nic(pci), and Vid card(agp) all on irq 11. managed to move my sound to irq 5 (but I dont know how), but my nic and card are still on 11. things seem to slow down when I try to access the web (dsl) but is it going to majorly affect performance?
You can move the modem, NIC and on-board midiport IRQs (if you haven't already disabled the on-baord stuff!).
Once you have made a change to any PCI configuration in the BIOS, you should update it, using the Update Configuration (refresh ESCD) option - set it to enabled. It will run the next time you boot, then reset itself to disabled.
However, don't change them all at once, or Windows will have "issues". You may be forced to re-install the drivers.
