Can't speak to SR2008 but SR2003 TS services is just a remote server with AD associated credintial profiles assigned via policies setup to that user groups. So you should be able to install it to the core server O.S. and then assign it to the appropriate user group so upon login via TS the app would launch. IPs softboard is just a software app like Ms Office so you would assign the appropriate user groups to allow access to the app. But mostly you would only want "1" user such as power user who would login on a PC which in turn displays the softboard on the wall so be precautious about who has access to the softboard you don't want all users to have this access to the app especially in a call center.
