IPS2000 Locks Trunk Lines

We have a IPS2000 PBX with two 8COTS trunk cards. one of them uses 7 lines for in/out lines with the 8th line being our paging system. The second card has only two lines being used for in/out trunks. Our problem is that periodically through out the day, trunk lines get "locked" and cannot be used. From the 66 punch block, we would "ground" that line to release it. After that, the line is open and can be used. It is not always the same lines that are locked nor is it during the same time in the day. This was not an issue prior to us changing from one vendor to our new vendor. So far we have tried, changing from ground start to loop start (My first post in this forum)(command 3509 and 3520). Both us and the vendor changed from ground start to loop start and it locked all 7 lines (not the extra 2 lines on the second card). When we change it back to ground start, it releases the lines and we can call out and receive calls. We also tried removing the grounds from the PBX AND the channel bank to test if it had a bad grounding. Still locks up. Has anyone else had this problem? Thanks In Advance!
 
What cleardown signal do you get from your trunks? If none then they should not be allowed to set up a trunk to trunk connection. The lockups will be occurring when an incoming call is transferred to an external destination. Without a cleardown signal from either side, the calls will stay up until you manually release them. Could you transfer external prior to the new vendor?
