iprtrmgr.dll issues with RAS 1

I have a W2K DC in my New York office that also has RRAS enabled. At the moment I am getting the following error when trying to start the RRAS service:

Unable to load C:\WINNT\System32\iprtrmgr.dll

I have tried everything. The file is there and seems OK. I have tried replacing the file, renaming and even removing. When I try and start or disable and re-enable RRAS, the file is created but always comes up with the same error. It is bound to be one of the problems that will be simple to resolve but I am running out or ideas. Could it be the service account that it is starting up under? All other RAS and telephony services start OK. The server has not got Proxy server installed.

I also have the same problem. Short of re-installingn TCP I cannot find a resolution. TCP re-install is out of the question because of DNS, DHCP, WINs and A/Dir. Is there any other way????

is there (on a boot partition) a file/folder with the name : Program (or program)? If so, delete or rename this file! Try to start the service again!
