is there any way to program some kind of check in and check out for hotels?

for example: when the customer arrives, the receptionist enables a option via software or from her phone, and the room extension gets free to make external calls.
when the customer goes out, the receptionist barriers the extension again and prints a report.
 
Try Tiger Hotel Pro, they list the below as one of the features:

• Telephone Service Class - Tiger allows two telephone service classes: “Barred” and “Unbarred” which refer to barring or permitting external calls. On check-in, user rights are set to “Unbarred” in Avaya IP Office, however this can be overridden to “Barred”, if a guest wishes, through the Update facility. - where do I get this software?
- approved for Ipoffice
- is there any software in portuguese (BR) language?

help, I've never used this system before.
 
Then you need to get trained up or hire someone who is, you can't just wing it...especially with the integration you're going to be attempting :)

 
Sounds like you need call reporting. Avaya's (CCR) isn't always the best fit. Datel CallSWEET! is a pretty popular one I've seen with hotels and the like (that have to manage by-customer call logs for billing purposes, centered around checkin/checkout times).
